The European Commission is holding an implementation dialogue on digital finance rules on 27 October, chaired by Commissioner Maria Luís Albuquerque. The meeting is by invitation only and brings together market representatives and other stakeholders. It looks at experience with applying rules such as MiCA and DORA, with a focus on simplification and proportionality. The Commission says it will publish a summary of the discussion.

What it means: Implementation dialogues are part of the Commission’s effort to reduce the administrative burden of EU rules by listening to those who apply them in practice. In digital finance, MiCA for crypto assets and DORA for digital operational resilience have applied in full since 2025 and have brought significant documentation, reporting and third-party management duties. It should be clear that the meeting is not a decision to change the rules: it is a consultation, and any amendment would need a legislative proposal and approval by the European Parliament and the Council. The published summary will show which issues participants raised, for example DORA incident reporting templates, the register of ICT provider contracts or the licensing process for crypto asset service providers. For Greek banks, payment institutions, insurers and the software vendors that serve them, the practical consequence is that existing obligations still apply in full. Anyone facing concrete implementation problems can raise them through industry associations, such as the Hellenic Bank Association, that take part in EU consultations.
